position is to direct, manage, and supervise the personnel and
operations of the Facilities & Capital Management (FCM) Department
which includes working jointly with the Deputy Administrator and
County Administration to manage and implement the County's Capital
Improvement Program (CIP) and budget. The work is performed under
the direction of the Deputy County Administrator.Essential Duties
and Responsibilities:The following duties are normal for this
position. These are not to be construed as exclusive or
all-inclusive. Other duties may be required and assigned.
- Oversees the daily operations of Maintenance, HVAC, Project
Planner, Courier, and Custodial Services for County owned and
leased facilities in multiple locations in addition to the County
Capital Improvement Program (CIP). This position also oversees the
management of the Lakeview Conference Center and collaborates with
other county departments and department heads in managing the
County's Vehicle Fleet.
- Supervises skilled maintenance, custodial, energy management,
courier, capital improvement, plus administrative and clerical
support personnel; interviews and selects new employees; provides
training and instruction; plans, coordinates, prioritizes, assigns,
and reviews work; acts on problems and concerns; maintains
department standards consistent with County core values and
department goals; evaluates performance and recommends or approves
transfers, promotions, salary increases and disciplinary action;
addresses formal grievances.
- Develops, writes, implements, and monitors department safety
policies and work rules; ensures department compliance with
established policies, procedures, codes, and regulations.
- Monitors utility usage and develops long-term plans for
improvements to the energy efficiency of County facilities;
coordinates preventive maintenance schedules with staff and
evaluates problems with equipment stays current with and implements
latest technologies in energy conservation and efficiency to
maintain appropriate comfort level for County employees and the
public visiting County buildings.
- Collaborates with various County department heads, County
Administration, and the Human Resources, Finance, and Property
Committee to discuss current and long-term facility needs;
considers daily operations of County departments and employees when
coordinating and scheduling vendor, contractor, or other projects;
develops a five-year CIP and maintenance plan for major County
building projects.
- Analyzes, evaluates, and approves vendor estimates to determine
if department should contract services or perform work in-house;
meets with contractors, vendors, inspectors, and other involved
agencies and personnel to monitor compliance with contracts, codes,
and regulations; conducts building walkthroughs and inspections;
monitors scheduling and completion dates.
- Prepares department annual budget for submission to the County
Administrator; evaluates and monitors department work practices and
budget activity/expenditures to assess sound fiscal responsibility;
oversees purchases, payments, and personnel time reporting;
prepares cost estimates for CIP projects: reviews and evaluates
current budget to determine future budgetary needs based on current
and long-range planning and specific goals.
- Provides leadership and support to department staff in planning
and implementing County capital improvement program projects;
participates in using group process to rank capital projects;
prepares annual review of County facilities and manages the
County's five-year CIP planning to assess need for future fiscally
responsible remodeling or expansion.
- Works directly with the Deputy County Administrator on
developing the capital improvement budget and specific budget for
capital projects; reviews and approves work completed by department
staff including RFPs for consultant contracts, negotiating with
contractors/architects for construction projects, project
purchases, vendor contracts, contract change orders, invoices,
purchase orders, and closeout documents.
- Provides leadership and technical advice in establishing and
implementing safety and security issues for County employees and
the public in County buildings and grounds; oversees the operation
and maintenance of key card access system and key making
distribution; plans and implements future expansion of key card
access system for additional buildings.
- Works closely with architects, consultants, and contractors to
resolve various aspects of design and construction issues and
problems; reviews, comments, and revises construction plans and
specifications for consistency with project goals and objectives;
monitors construction timelines and contract compliance;
negotiates, reviews, and recommends change orders for
approval.
- Serves on and/or participates in county committee discussions
as necessary.

contracts, County procurement ordinance; policy/procedure and
equipment manuals, work and preventive maintenance orders,
statutes, and codes to make decisions as well as direct and perform
work.
- Ability to perform addition, subtraction, multiplication, and
division; calculate percentages, fractions, and decimals; may
require the ability to perform mathematical operations involving
basic algebra and geometry.Experience and Education Qualifications:
- Bachelor's degree from an approved college/university in
Business, Public Administration, Engineering, or a related
field.
- Five years of responsible work and supervisory experience in
building maintenance, facilities management, construction, or
related field.
- Experience in industrial purchasing methods and procedures as
well as management of construction and maintenance contracts.
- Possession of a current, unrestricted (not due to corrective
lenses) and valid driver's license.
- Any combination of education and experience that provides
equivalent knowledge, skills, and abilities may qualify an
applicant, and be considered in lieu of the more specific criteria
listed above.Necessary Special Qualifications:
- Because the job duties can involve access to secure areas and
confidential and/or criminal and prosecutorial information, the
selected candidate(s) must possess a good reputation and background
which will withstand pre-appointment investigation, that will
include finger-print check. Candidates must be free of any felony
convictions to be considered for this position.Compensation:
- Starting Salary (T): $96,907.20 - $108,534.40 based on
candidate's expertise, experience, education, and
certifications.
- Range Maximum: $130,832.00

Requirements:
- Requires the ability to operate, maneuver and/or provide simple
but continuous adjustment on equipment, machinery, and tools such
